N2 - The purpose of this study is to figure out the organizational framework and operational method of local constructors' alliances, which are formed after the Great East Japan Earthquake, for the construction of wooden public housing. This production system is based on contracts with local governments, which refer governmental procurement method, to purchase housing constructed by the alliances. This research categorized these alliances according to the characteristics of their key stakeholders, which are forestry companies, local constructors, and outside supporters. All alliances should afford the initial cost of construction by using their own resources or supports from outside.
