N2 - The composite-fermion picture is applied to the double-layer fractional quantum Hall system at the fractional total Landau-level filling of v=1/m (where m is an odd integer) to study the collective pseudospin-wave excitation mode. The result indicates that the system may be regarded as a system of composite fermions with reduced interparticle interactions and unchanged interlayer tunnelling, which makes the quantum Hall regime, identified by a finite pseudospin-wave excitation gap, wider as v becomes 1/3, 1/5,....
