Abstract

We present a model of decaying particles to increase the effective number of neutrinos NV after big bang nucleosynthesis but before the structure formation begins. We point out that our scenario solves the discrepancy between the constraints on NV from these two epochs, As an example, we consider saxion decay into two axions.
