Abstract
A discussion on technology spillovers and economic vitality and an analysis of institutional flexibility in Japan with comparisons to the USA were presented. The discussion demonstrated that, in Japan, technology spillovers were successful in 1980s but this capacity changed during 1990s. Some of the institutional weaknesses are rectified according to some recent data as Japan's small and medium-sized enterprises (SME) grew in strength. The discussion also analyzed the paradox of both countries converging and diverging institutionally at the same time, pointing out weaknesses and strengths in US' SME.
