To realize beam yielding mechanism of a steel moment-resisting frame, mid-story pin column base system has been proposed. An exposed-type column base of a single anchor bolt stiffened by cross-shaped shear plates has been proposed to connect the upper steel column and the lower RC column as a pin connection. Cyclic loading tests of a substructure frame shows the connection sufficiently behaves as a pin connection until the frame reached a sufficiently large drift angle. This paper discusses shear stress transfer mechanism and evaluate the ultimate shear strength of the proposed connection based on static cycle horizontal loading tests.
